Part 1 of the Application Process:

While you wait for your ranking on the HouseKeys BMR list for this Opportunity, you may start your application process with the Landlord. Application Fee $40.00 per Adult, NOT refundable. Applicants must pass the Railway’s criteria AND be eligible for the BMR Program.

*You must have a HouseKeys Application ID for the Rental Program to apply for this Opportunity. Make sure you do before filling out the Railways credit and background check. We are unable to refund the fees.

INITIAL REQUIREMENTS

  • The applicants must not have any evictions
  • No felonies convictions or adjudication for a felony
  • No rental housing debt
  • No excessive collection accounts. Utility collections within the last 2 years will be required to be paid in full.
  • Acceptable Residency History and Credit History

Part 2 of the Application Process:

If you are selected for review by HouseKeys, you will only have 3 business days to turn in your BMR Application, Exhibits and all the supporting documents on the Document Checklist. Please be prepared. If you are selected, we will notify you by email.

Household and Income Restrictions: These BMR Units have Household and Income Restrictions (50% AMI - Very Low Income). Applicants must meet the landlord's/property Manager criteria and all the BMR Program eligibility and qualification requirements before moving into a BMR Rental Unit. There will be an annual recertification each year to confirm continued Program eligibility and qualification. During the annual re-certification, the tenant/household will have to resubmit a complete application, income, asset documentation and other information in a timely manner. HouseKeys and the Landlord will determine if the household still qualifies for the program. If the household exceeds the very low-Income limits and no longer qualifies for the program, a Notice to Vacate the unit will be issued by either the Landlord and/or the Administrator (HouseKeys).

Applicants must have enough funds to cover:

  • The first month’s maximum rent $1,408.75
  • Pro-ratios on move-in will be added (TBT)
  • Deposit $700.00
  • $40.00 for each adult household member for the Property Manager's Application fee (credit and background check) First Time Renters will need an additional deposit (please check with the landlord)

If you pass the initial requirements, please review this form completely for other requirements before submitting it. Applicants will not be automatically entered for this Opportunity unless this form is completely filled out and submitted by as soon as possible. Please review all the information on our website for additional program information, deadlines and requirements.

A "Commit to Lease" deadline is established to be able to meet the timelines and goals established by the BMR Program and to avoid delaying move in dates and/or delaying opportunities to other applicants that are ready. If the applicant next in line (according to City Preference and date and time stamp on the Application ID Submission for Rental Opportunities at Railways Apartments form) doesn't meet the landlord/property manager criteria, is unable to demonstrate the ability to fully qualify, can't demonstrate the ability to afford the rent, doesn’t have enough funds for the fees and deposits and prove full BMR eligibility according to the BMR Program, HouseKeys will immediately move on to the next applicant regardless of which step/stage the applicant is in. HouseKeys is unable to reserve or hold rental properties.


After the Applicants demonstrate the ability to meet the Landlord/Property Manger’s criteria an Application Submission Deadline is set for applicant(s) to submit a complete BMR Rental Application Package/File or other items to the HouseKeys Processor and/or Underwriter. The applicant is notified by email. Applicants must respond within 3 business days(or the deadline issued by HouseKeys) and submit all the documentation (conditions) requested as instructed by HouseKeys in a timely manner. This means, the items must be received by HouseKeys by the deadline, (not postmarked or sent by). Not all applicants will receive an Application File Deadline, only those that meet the Landlord/Property manager’s criteria, and are reached for review in the order of City Preference Ranking and Date and Time Stamp on the Submission Forms. If the applicant submits an incomplete package by the deadline, the applicant could lose their place in line and we will move on to the next applicant. Other deadlines may be issued.


The applicants must meet the personal Application submission Deadline (issued by HouseKeys Staff) and Rental Application Deadline. This includes and is not limited to obtaining and submitting all the following items (by the deadlines as explained above) to HouseKeys:


  • Proof that you met the Landlord’s/Property Manager’s criteria
  • All the items on the BMR Rental Document Checklist
  • A complete BMR Rental Application Package and Supporting Documents
  • Proof you have sufficient funds for the deposits and fees
  • Any and all documents requested by HouseKeys to clarify City preference criteria and ranking, eligibility and qualification
  • Must meet all the BMR eligibility requirements (e.g. acceptable rent to income ratios, AMI, etc.)
  • Only one entry per household. If more than one is submitted, the applicant will have to use the worst priority number obtained and the better priority numbers issued to the household will be null and void
  • Applicants are not allowed to participate in more than one rental opportunity at time or have two active rental priority numbers.
  • Asset Limits may apply

Note: To ensure that the City's limited BMR units are used efficiently, a household must be of a size equal to the number of bedrooms in the BMR unit. Pursuant to fair housing laws, the maximum occupancy allowed in a BMR home is two people per bedroom, plus one additional person. In some cases, an exception to the minimum standard may be made where no other qualified renter can be approved within 30-days of holding the lottery

Preferences:

The City of Campbell stipulates that: Preference in the rental of affordable units shall be given, first (for up to ten percent of all affordable units) to income eligible employees of the City of Campbell, second to income eligible existing Campbell residents, and third to income eligible persons employed within the city limits of the City of Campbell.

First preference is the top preference in this Lottery. If you meet more than one preference, select the best one. Substantial evidence will be requested during the process. Only applicants and co-applicants who will be signing the rental agreement can apply for consideration for a “Preference”.

NOTE: a City of Campbell Employee is a person who works for the Municipal Corporation whose administrative office is located at 70 N. 1st. Street in Campbell.

A school district employee does not qualify for first preference.
